If I can't park in the streets during a snow emergency, is there anywhere else I can park?

Yes. You may park in an unrestricted public lot near you or you may park anywhere on your own property off of the roadway. There are two public lots downtown. One is located at the intersection of Dakota and Orange Streets. The second one is on Second Street behind Scab's Place down to the Pilot House. Another option is the park and ride lot located on North Pearl Street.
